VOC budgets require a baseline and design case.

current limit of 150 VOCs. The baseline case would be 20 gallons X 150 VOCs = 3,000 VOCs.
The project uses 10 gallons of paint that have 300 VOCs and exceed the VOC limit. These 10
gallons have a design case of 3,000 VOCs
The project also uses 10 gallons of paint that have 0 VOCs. These 10 gallons have a design case of
0 VOCs.
